UPSC Turns 100; PM Modi Calls for Shorter Recruitment Cycles, Faster Results and Youth-Centric Exam Reforms

NEW DELHI, October 2: The Union Public Service Commission (UPSC) has completed 100 years, with Prime Minister Narendra Modi using its centenary celebrations to call for shorter recruitment cycles, greater certainty in examination timelines and reforms designed around the needs of young aspirants. The centenary programme was held at Bharat Mandapam in New Delhi on October 1.

PM Modi Calls for Shorter Recruitment Cycles

Modi said examination and recruitment agencies should find ways to reduce the time required to complete selection processes without lowering standards.

He said delays of even a few months can increase the financial burden on aspirants through additional coaching fees, rent and transportation expenses.

UPSC Has Already Cut Around 100 Days

During his address, the Prime Minister noted that UPSC had already reduced its examination cycle by nearly 100 days.

He called for further improvements based on the principle of “time certainty” so that candidates have greater clarity about examination and recruitment schedules.

Recruitment System Should Become Youth-Centric

The Prime Minister said examination systems should consider the impact lengthy recruitment processes have on young candidates and their families.

He urged recruitment bodies to continue reforming their procedures as the expectations of younger generations and requirements of public administration evolve.

Focus on Reasoning and Problem-Solving

UPSC Chairman Ajay Kumar has also called for changes in the way candidates are assessed.

He said examinations should increasingly evaluate qualities such as reasoning, spontaneous thinking and judgment under uncertainty, rather than relying heavily on predictable or coached responses.

AI and Deepfakes Create New Administrative Challenges

Modi said future civil servants will have to deal with challenges involving artificial intelligence, deepfakes, algorithmic bias, information warfare and climate-related issues.

He said selection processes should therefore give greater attention to complex problem-solving ability and long-term thinking.

UPSC Completes a Century

India’s first Public Service Commission was constituted on October 1, 1926. Over the following century, it evolved into the Union Public Service Commission, an independent constitutional body responsible for recruitment to major central government services.

Technology to Play Bigger Role

UPSC is increasingly using technology in registration, candidate verification and examination administration.

The Commission has highlighted trust, transparency and technology as key priorities while preparing its recruitment system for the next phase of its institutional journey.

Focus on Faster and Fairer Recruitment

The centenary discussions indicate that future reforms are likely to focus on reducing delays, improving predictability and adapting examination methods to modern administrative requirements.

The objective is to make recruitment more convenient for aspirants while maintaining UPSC’s standards of merit, fairness and transparency.
