Patna, October 6, 2026: A new domicile condition introduced for Bihar’s teacher recruitment process has created difficulties for women who moved to the state after marriage. Under the revised rule, such candidates must establish eligibility using documents linked to their parents’ address rather than their husband’s Bihar address to claim domicile-based reservation benefits.
New Rule Introduced Before Teacher Recruitment
The condition was introduced on September 22, shortly before applications opened for the latest teacher recruitment exercise.
The change affects women seeking the benefit of Bihar’s domicile-based reservation policy in government teacher appointments.
Husband’s Bihar Domicile May Not Be Enough
Women who were born or raised outside Bihar but later married Bihar residents may no longer be able to claim domicile-linked benefits simply on the basis of their husband’s residence.
Instead, candidates are required to submit documents connected to their parental home to establish their own domicile status.
Reservation Benefits Could Be Affected
The policy has raised concerns because Bihar provides 35% reservation for women in state government jobs, with domicile conditions applying to the benefit.
For women who moved into Bihar after marriage, the documentation requirement could effectively prevent them from accessing the reserved category despite living in the state.
TRE 4.0 Recruitment Underway
The issue has emerged during the ongoing BPSC Teacher Recruitment Examination (TRE 4.0) process.
More than 33,000 teaching vacancies have been announced under the recruitment drive, making the domicile provision significant for a large number of aspirants.
Outside Candidates Face Greater Competition
Bihar’s recruitment framework increasingly prioritises permanent residents of the state.
Candidates who do not satisfy the domicile requirement must compete in the portion of vacancies available to non-domicile applicants, potentially reducing opportunities for women who married into Bihar from other states.
Gender Equality Concerns Raised
The rule has prompted debate over whether domicile should be determined solely through a woman’s parental address after marriage.
Critics argue that such a requirement could disadvantage married women and create additional barriers in accessing government employment.

The domicile policy is intended to ensure that reservation benefits and state government employment opportunities primarily reach permanent residents of Bihar.
