New Delhi, October 5, 2026: India and the United States are planning to deepen strategic cooperation across the Indian Ocean, with proposed projects focusing on port infrastructure, telecommunications, digital connectivity and maritime security in key regional countries including Sri Lanka, the Maldives and Mauritius.
Cooperation Under Indian Ocean Strategic Venture
The planned initiatives are expected to be developed under the Indian Ocean Strategic Venture (IOSV), an initiative launched by Prime Minister Narendra Modi and US President Donald Trump during their bilateral summit in February 2025.
The framework is aimed at combining the capabilities and resources of both countries to support strategically important infrastructure across the Indian Ocean region.
Ports Set to Become Major Focus
Port development is expected to be one of the central areas of India-US cooperation.
India has significant experience in developing and operating port infrastructure, while the United States could contribute financing and investment support. The two countries are exploring ways to pool their strengths for projects in strategically located Indian Ocean nations.
Telecom and 6G Networks Also on Agenda
Digital infrastructure is another major area under consideration.
India and the US are looking at cooperation in advanced telecommunications, including future 6G technologies and standards, as they seek to strengthen trusted digital networks across the region.
Maritime Security to Be Strengthened
The partnership is also expected to focus heavily on maritime security and governance.
Potential areas of cooperation include improving maritime domain awareness and helping regional countries better monitor activities taking place within their territorial waters.
Illegal Fishing and Trafficking in Focus
India and the US are expected to work with regional governments to address non-traditional security challenges.
These include illegal fishing, human trafficking and illicit narcotics trade, all of which remain major concerns across key Indian Ocean shipping routes.
Sri Lanka, Maldives and Mauritius Key to Strategy
Sri Lanka, the Maldives and Mauritius are expected to be among the primary countries involved in the initiative.
Their locations along important maritime routes make them strategically significant for trade, connectivity and regional security.
Alternatives to China-Backed Infrastructure
The initiative is also expected to provide regional countries with additional infrastructure and financing options beyond projects backed by Chinese state-linked enterprises.
India and the US are exploring how public and private resources can be combined to offer competitive alternatives for strategic projects.
India-US Discussions Gather Momentum
Discussions over the Indian Ocean Strategic Venture have intensified in recent months.
Indian Foreign Secretary Vikram Misri and US Under Secretary of State Allison Hoover discussed the initiative last month, while the issue was also taken up during meetings on the sidelines of the UN General Assembly in New York.
The talks come ahead of US Secretary of State Marco Rubio’s expected visit to India later in October.
