Imphal, November 3, 2026: The Committee on Tribal Unity (CoTU) has extended the total shutdown in Manipur’s Kangpokpi district by another 48 hours, accusing authorities of failing to deliver timely justice in the abduction and killing of two Kuki-Zo civilians.
Shutdown Extended Over Killing of Two Civilians
The shutdown was initially called on October 29 and was later extended after the bodies of two missing Kuki-Zo men were recovered.
The victims were identified as Thangginlun Chongloi, 21, and Paoginlal Hangsing, 20, both residents of Taphou Kuki village in Kangpokpi district.
CoTU Accuses Government of Delayed Action
CoTU said the community was frustrated by what it described as administrative delays and a lack of decisive action against those responsible.
The organisation demanded immediate and time-bound justice for the victims and warned that continued inaction could lead to further protests.
Essential Services Exempted
Essential services have been kept outside the shutdown.
Schools, healthcare services, media personnel and airport-bound transport are among those exempted from restrictions during the extended protest.
Abduction Reported on October 28
The two men were reportedly abducted on October 28 while travelling between Hengbung and Taphou Kuki village.
Their bodies were later recovered, triggering anger among Kuki-Zo organisations and prompting the continuing shutdown in Kangpokpi.
Community Warns of Further Action
CoTU said the Kuki-Zo community would not accept what it called “empty assurances” and warned that it may decide on further action if justice is not delivered within the extended period.
The organisation also said the government would be held responsible for any consequences resulting from continued delays.
Manipur Remains Tense
The latest shutdown comes amid continuing ethnic and security tensions in Manipur.
Kangpokpi remains one of the sensitive districts, with community organisations continuing to demand stronger security measures and faster investigations into violence affecting civilians.
