Karnataka Bandh Over Cauvery Water Dispute Sees Mixed Response Across State

Karnataka witnessed a statewide bandh on August 13, 2026, after pro-Kannada and farmers’ organisations called for a shutdown to protest the Cauvery Water Management Authority’s (CWMA) direction to Karnataka to release 12,000 cusecs of Cauvery water daily to Tamil Nadu for 15 days from August 12. Reports indicated that the response was considerably weaker in many parts of the city than expected, with normal activities continuing in several areas.

Vatal Nagaraj Taken Into Preventive Custody

Kannada activist Vatal Nagaraj was taken into preventive custody by Bengaluru Police before he could join the planned protest.

Police detained him at his residence in Dollars Colony after he reportedly refused to come out. He had planned a rally from the BMTC-KSRTC bus stand towards Town Hall and Freedom Park.

The preventive detention was carried out as authorities attempted to maintain public order during the bandh.

Schools and Essential Services Remain Open

Contrary to some expectations, schools, banks and hospitals continued functioning normally in Bengaluru and several other areas.

Essential services were not affected, while the airport also remained operational. Public transport and taxi services largely continued in major urban centres.

The situation varied considerably from district to district.

Mysuru Largely Unaffected

In Mysuru, the bandh had limited impact on everyday life.

Bus services to Bengaluru, Mangaluru and other destinations continued, while shops, hotels, autorickshaws and taxis largely remained operational. Protests were reported, but there was no widespread shutdown across the city.

Supreme Court Hearing Deferred

The Cauvery dispute also came into focus in the Supreme Court on Thursday.

The court hearing on Tamil Nadu’s plea relating to Karnataka’s compliance with the CWMA water-release decision was deferred to August 17 after Justice Vikram Nath, who was scheduled to head the bench, fell ill with viral fever.

The postponement means the legal battle over the water-release order will continue next week.

Kannada Groups Divided Over Bandh

The shutdown call did not receive unanimous support from Kannada organisations.

Several groups reportedly withdrew their support after discussions with Karnataka Chief Minister D.K. Shivakumar. The Chief Minister later said that activists who met him had withdrawn the bandh call.

This division contributed to the relatively limited impact of the shutdown in Bengaluru and Mysuru.

Government Appeals for Peace

Bengaluru City Police appealed to protesters to maintain peace and respect the rights of other citizens.

Authorities said people have the democratic right to protest peacefully but should not obstruct other residents from carrying out their daily activities. Security was increased at sensitive locations across Bengaluru.
