New Delhi, July 2: Union Home Minister Amit Shah on Thursday launched the FCRA 2.0 Portal and the e-OCI Card, marking a major step in the government’s efforts to modernise digital governance, improve regulatory transparency, and enhance services for Overseas Citizens of India (OCI). The new initiatives are aimed at making the administration of foreign contributions more efficient while providing OCI cardholders with faster, secure, and technology-driven services.
The launch forms part of the Ministry of Home Affairs’ broader digital transformation programme, which seeks to simplify procedures, strengthen accountability, and improve citizen-centric service delivery.
FCRA 2.0 Portal Introduced
The FCRA 2.0 Portal has been developed to streamline the implementation of the Foreign Contribution (Regulation) Act (FCRA). The upgraded platform is designed to provide a more transparent and efficient system for organisations receiving foreign contributions.
According to the Ministry of Home Affairs, the portal offers improved online application processing, digital document management, real-time tracking of applications, and enhanced monitoring capabilities to ensure greater regulatory compliance.
Officials said the upgraded system is expected to reduce processing time, minimise paperwork, and improve the overall user experience for registered organisations.
e-OCI Card to Enhance Services
The newly launched e-OCI Card introduces a digital version of the Overseas Citizen of India card, making it easier for eligible OCI cardholders to access services online.
The digital initiative aims to improve convenience by enabling secure electronic verification, faster authentication, and simplified access to immigration and consular services.
The government said the e-OCI Card reflects its commitment to leveraging technology to provide efficient services to the Indian diaspora across the world.
Strengthening Digital Governance
Speaking at the launch event, Amit Shah said the new platforms represent another milestone in India’s journey towards transparent, accountable, and technology-driven governance.
He emphasised that digital public infrastructure has become a key pillar of administrative reforms and will continue to improve the efficiency of government services while reducing delays and enhancing security.
Improved Transparency and Security
The Ministry stated that both platforms incorporate modern cybersecurity features, secure digital authentication, and integrated monitoring systems to safeguard user information and strengthen regulatory oversight.
Officials added that the digital platforms are expected to facilitate better coordination among government departments while ensuring compliance with existing laws and regulations.
Towards a More Efficient Public Service System
The launch of the FCRA 2.0 Portal and the e-OCI Card underscores the government’s continued focus on expanding digital public services and simplifying interactions between citizens, institutions, and government agencies.
The Ministry of Home Affairs said additional technology-driven initiatives will be introduced in the future to further modernise governance and improve public service delivery.
