Nepal Prime Minister Balendra Shah to Make First Bilateral India Visit From November 22

Kathmandu/New Delhi, November 6, 2026: Nepal’s Prime Minister Balendra Shah, popularly known as Balen Shah, is preparing to make his first official bilateral visit to India beginning November 22, marking an important step in diplomatic engagement between the two neighbouring countries.

The visit was discussed during Indian Foreign Secretary Vikram Misri’s two-day trip to Kathmandu on November 4–5. Shah is expected to meet Indian Prime Minister Narendra Modi in New Delhi for talks covering economic assistance, post-flood reconstruction, trade, energy cooperation and cross-border connectivity.

According to The Indian Express, the visit is expected to last three days, while The Kathmandu Post has reported a proposed four-day programme. Both governments are continuing preparations for the high-level engagement.

Balendra Shah to Visit India From November 22

Prime Minister Balendra Shah is expected to arrive in India on November 22 for his first bilateral foreign visit since assuming office on March 27, 2026.

The visit follows months of diplomatic consultations between New Delhi and Kathmandu.

Shah had initially indicated that he would avoid foreign travel during his first year in office, making the proposed India trip a significant change in his approach.

The Nepalese Prime Minister previously travelled to New York in September to attend the United Nations General Assembly, but that was a multilateral engagement.

His upcoming trip to India will therefore mark his first official bilateral visit abroad as prime minister.

Vikram Misri Meets Nepal PM in Kathmandu

Indian Foreign Secretary Vikram Misri visited Nepal on November 4 and 5 at the invitation of his Nepalese counterpart, Amrit Bahadur Rai.

During the visit, Misri met Prime Minister Shah and conveyed greetings and an invitation from Narendra Modi.

The meeting focused on preparations for the upcoming visit and opportunities to strengthen cooperation.

According to a joint statement issued after the discussions, both sides reviewed progress in bilateral relations and considered possible initiatives that could be announced during Shah’s trip.

Misri also held meetings with senior Nepalese ministers responsible for foreign affairs, finance, energy and infrastructure.

Balendra Shah Thanks India for Flood Relief

During his meeting with Misri, Prime Minister Shah expressed gratitude to India for its assistance following the devastating floods that struck Nepal in August 2026.

The floods caused extensive destruction in the Rasuwa-Bhotekoshi region, damaging roads, bridges and other essential infrastructure.

India provided emergency assistance and participated in relief efforts.

Shah acknowledged New Delhi’s response and thanked Prime Minister Modi for supporting Nepal during the disaster.

The reconstruction effort is expected to feature prominently during his forthcoming visit.

Nepal Seeks $2 Billion in Financial Assistance

One of the most important items on the proposed agenda is Nepal’s request for substantial Indian financial support.

According to The Kathmandu Post, Nepal has submitted a proposal seeking approximately $2 billion in assistance.

The proposed package includes:

  • $1 billion in concessional lines of credit.
  • $500 million in grants for development priorities.
  • $500 million for reconstruction and rehabilitation following the August floods.

The funding request reflects Nepal’s significant infrastructure and recovery requirements.

However, the package remains a proposal, and India has not announced final approval of the requested amount.

Modi and Shah Expected to Hold Bilateral Talks

Prime Minister Narendra Modi and Balendra Shah are expected to hold delegation-level talks in New Delhi.

According to Nepalese reporting, the principal engagement is being planned for November 23.

The discussions are expected to cover existing bilateral agreements, development projects and opportunities for future cooperation.

Both countries are also considering possible agreements that could be announced during the visit.

The final programme and outcomes will depend on subsequent diplomatic consultations.

Hydropower and Energy Cooperation on Agenda

Energy cooperation is expected to be a major topic during the talks.

Nepal has substantial hydropower potential, while India represents an important market for Nepalese electricity exports.

The countries have been working on cross-border power transmission networks and investments in hydroelectric projects.

During Misri’s visit, officials reviewed progress on existing energy initiatives and discussed how implementation could be accelerated.

Nepal is also seeking additional Indian investment in its hydropower sector.

Improved electricity transmission infrastructure could help expand energy trade between the two countries.

Pancheshwar Multipurpose Project May Be Discussed

The long-delayed Pancheshwar Multipurpose Project is another significant issue in bilateral relations.

The project was envisioned under the Mahakali Treaty signed in 1996.

It is intended to support hydropower generation, irrigation and water management.

However, disagreements over the distribution of project costs and benefits have delayed progress.

According to Nepalese officials cited by The Kathmandu Post, discussions have narrowed differences over the possible division of construction costs.

Questions surrounding water sharing remain unresolved.

Further technical consultations are expected before Shah’s visit.

Nepal Seeks Additional Air Routes From India

Air connectivity is another priority for the Nepalese government.

Kathmandu has requested additional air-entry routes through Indian airspace to support international operations at airports in Bhairahawa and Pokhara.

Nepalese officials believe improved air access could strengthen tourism and increase the commercial viability of these airports.

India and Nepal are expected to hold further technical discussions on the matter.

No final agreement on additional air-entry routes has been announced.

Trade, Transit and Border Connectivity to Feature

India is Nepal’s largest trading partner and an important source of investment.

The two countries share extensive commercial, cultural and people-to-people links.

The upcoming discussions are expected to address road and railway projects, border infrastructure, petroleum pipelines and digital connectivity.

Nepal is also interested in improving transit arrangements and reducing logistical difficulties affecting international trade.

Progress in these areas could support economic activity on both sides of the border.

Border Disputes Remain Sensitive Issues

Despite close ties, India and Nepal continue to have unresolved territorial disagreements, including issues involving Kalapani and Susta.

These matters have periodically created diplomatic tensions.

According to The Kathmandu Post, the border disputes were not substantively discussed during Misri’s latest meetings in Kathmandu.

However, some Nepalese officials hope they may be raised during Shah’s visit.

Both governments will need to balance sensitive outstanding issues with efforts to advance economic cooperation.

India’s New Ambassador Assumes Office in Nepal

The diplomatic preparations also coincide with the arrival of India’s new ambassador to Nepal, Sudhakar Dalela.

Dalela arrived in Kathmandu on November 3 to assume his assignment.

His appointment comes as both governments seek to strengthen communication and prepare for the prime ministerial visit.

The new ambassador is expected to play an important role in maintaining diplomatic engagement and coordinating bilateral initiatives.

Nepal-India Relations Enter Important Phase

Balendra Shah’s government has expressed interest in strengthening economic cooperation while addressing Nepal’s development priorities.

The proposed India visit comes after a period of diplomatic differences involving infrastructure, connectivity and territorial concerns.

For Kathmandu, the visit offers an opportunity to secure development assistance and accelerate long-pending projects.

For New Delhi, the engagement provides an opportunity to deepen relations with Nepal’s new political leadership.

The meeting between Modi and Shah could help establish priorities for cooperation during the coming years.

Visit Expected to Begin on November 22

As of November 6, diplomatic preparations indicate that Balendra Shah’s visit is expected to begin on November 22, 2026.

Reports differ on whether the programme will last three or four days, and the final official itinerary has not yet been published.

The discussions are expected to focus on financial assistance, infrastructure reconstruction, hydropower, aviation, trade and cross-border connectivity.

The planned visit represents an important opportunity for India and Nepal to strengthen their partnership and seek progress on longstanding bilateral issues.
